If you are buying an LCD monitor, you want the lowest ms (for example, 6ms is better than 8ms), the highest contrast ratio, and the highest resolution for the size you can get. the size is up to personal taste. whether you want a monitor that rotates is personal taste (you pay more for those).
If you are buying a CRT monitor, you want the lowest dot pitch (0.25mm is good), but also check the user reviews - it will tell you about the monitor's quirks - you know what you can live with, and you may get a good one anyway.

lcd monitors w/HDCP support $210-800
HDCP support is usually accompanied by a video processor and lots of inputs (see article) and may be required if you plan to play high-def movies on this monitor in the future. some of these have ATSC tuners. HDCP support is required for TV output support in Vista or that video is shut off. that rules out component video on a video card.

not all 20.1" monitors do this resolution, some do less.
